I'm thinking corners were cut on the rebuild, and the whole engine hasn't turned out well. So, the current owner wants to unload it, instead of pulling it apart again. Now, maybe there's only a problem with the lifters and way too much oil is being pumped up to the top end.
Trouble is, you'd have to do a number of tests and pull the engine partially apart to be sure.
