I have seen factory frame mounted fuel filters as you described but only on the earlier '60's trucks. In fact I have a 1960 GMC 4x4 suburban frame that has one on it. It is a spin on canister with a removeable filter element plumbed with double flared steel lines. IMO it is a factory install considering that the mounting bracket is riveted to the frame, and the overall apearance.
