a vendor is anyone selling more then leftovers from a project. ie if you buy 20 trucks and use a few parts and decide to post the rest, your a vendor. If you take orders for something and sell them at a cost, your a vendor. It is common sense and I am not trying to come across rude
just explaining. As soon as you post that you are getting a price for something and taking orders, your doing more then selling extras and need to pay vendor fees.
