I started to say that I had never seen one of those. But then I remembered one. It was on a 1974 GMC 10 ton with the 478 V6. I believe that filter was stock on the big GMC, but the only reason I am saying that is the company I drove for didn't buy any luxury options.

I would guess (and it is a guess) that this was an option on the pickup, and that it was not installed enough to justify putting it on with rivets. Either that or installed by the dealer, either way would account for the bolts.

You need to find an option book to know for certain.
