pull the hose off the intake/carb, make sure it is plugged into the dist, and suck on the open end. If it feels like an open straw from Mc D's, then you need a vac can. If it feels like a straw with a finger over the end... then it's OK.
If it tests OK, i would then pop the cap off, and grab the rotor, and gently twist it back and forth. If it moves freely and springs back, put it back together and call it good. If not, then you need to clean/lube a bunch of parts... or replace it with a new HEI. They can be had quite cheap and are a million times better than the old set up.
