I would try screwing the adjuster all the way in. Sometimes old drums get a wear ridge right at the edge of the drum that will not allow the drum to clear the shoes. If that doesn't work it is probably the center of the drum rusted to the axle flange. That can be as easy as smacking it with a hammer or as hard as serious heat - depending on the rust.
