Proportioning Valve???

I have drum brakes all around and I also have a proportioning valve right after my m/c. I was wondering weather I need this or not? I dont think it came from the factory like this but I could be wrong. Please let me know. Also can I replace it with an adjustable proportioning valve? If so where can I get one and what kind should I get. THanks
