I've seen them used on Muscle Car and Horse Power (since they were plugging them), but if you get the filter or filters outside the engine bay it'll pull cooler air, just to the side like in the picts, probably no gain. A cowl induction hood with 14" air cleaner is the same principal, any drop in intake air temp is good, the under hood temps can be 200-400 degrees, so if you can pull air from outside (even if it is 115 degrees like here in AZ), it is still a cooler intake. Fuel vaporizes if too hot, so 2-300 degree air being sucked into a motor can hurt perf and economy. I think with the hat and some creative ducting material (read: HOME DEPOT) you could do this set up way cheaper and get the same effect.
