IMO i would paint it....Todays metal is not yesterdays......As far as Paint sticking to it.....I would clean the tank with some soap and water....Then take a red scotch brite pad and go over the whole tank...320 grit paper could be used also.....Clean again with wax and grease remover.... A light coat of etch prime and then some base and clear.....You could also use a spray bomb ....Instead of base,clear job.....I did my father in laws Model A like this a few years ago.......Still looks great......Just my O.2......
