There is reference to 2 wheel drive or 4X4 on the vin... the first digin on 67 - 71, and second digit on 72 (c for 2 wheel, K for 4 wheel drive)

All that could be done, but the 400 small block. They weren't installed in ANY trucks till 73.
The DMV is there to help you. They can provide you with documentation, and guidelines that can and possibly will prevent you from getting in trouble. There is nothing saying you can't swap the cab over. You just need to have the correct documentation.
