I think the hose that goes to the ground from the valve cover should be hooked up to the air cleaner.
It also looks like you have an EGR valve on the exhaust manifold.
Check the number just behind the distributor on the flat area and some one should be able to decode it and tell you what engine you have.
The engine in my '67 short bed stepper turned out to be a l6 250 out of a '70 Chevelle. Here is a picture of it. The choke is operated off the exhaust manifold.
It is cold natured when it is first started until it warms up some.
