Sounds like a wire is swapped on the main plug that feeds your dash printed circuit.
Trace the paths on the printed circuit to find out which one feeds the lights. Don't confuse it with the common ground shared by all of the dash parts. Make sure the + feed isn't somehow cross-connected to the tachometer.
