It can be fixed but it is a major repair. To me, unless you are up for cutting, grinding and welding it would easier to find another cab.
I would head a little bit inland and you should be able to find you a cab that does't have that issue..
I am just south of Seattle and just accasionally find them rusted in the upper windsheild area. so good ones are out there but will admit you probably will have to check out more that a few..
