The roll pan is just plastic/fiberglass/metal that is attached to the fenders. They offer no protection at all (and are not bolted to the frame). Many (honestly i think all) states require front bumpers on all vehicles operated on a public road. I think I'd look into your local regs before loping off a vital part of you real bumper mounting points.
As for the clip deal, I doubt the body shop whould let you tdo that on there lot. If you have no way of hauling it to the body shop, about all you can do is leave everything that you can off/disconnected so they will only take 30 min to undo it instead of 1.5 hr.
