I would have to agree with most of what has been said. It looks to me like the shocks are "limiting" the upward travel of the wheel, in effect becoming bump stops. Shorter shocks and a more verticle mounting position are in order.

My main disagreement is with the term "bouncy"...Bouncy is soft and un-regulated by a shock absorber. You seem to be talking about "stiff", which may bounce you in the seat because of the way older truck seats were designed. The seat was basically part of the "suspension". It softened the stiffness of the truck by suspending the driver seperately.
