I'm not sure how other states are, but in Missouri, vehicles with historical/antique tags are only allowed to be driven a certain amount of miles a year. Also, those miles are supposed to be for car show use, and not daily driver use. I picked up an application for historical plates and they gave me a "log book" to keep track of miles driven. I'm not sure how (or if) they enforce this though.
