Early Classic claims their 6" drop rear coil will leave 3" between the frame and axle tube. From that statement I assume that a new stock height coil would be in the area of 9" between the frame and axle tube. No idea what the front would be.

You're on the right path checking from the center of the wheel to the fender lip. That's the only way to get a good mesurement that disallows tire size variances.
