Yes, you should have both horns. You can get to them by removing the headlight assemblies and turn signal lamp assemblies. Don’t feel bad, my 2001 HD's horn has sounded weak since the truck was brand new. I think only the high note works on mine as it sounds like a little 1980’s Toyota truck. Now that you brought it up I have been meaning to look at seeing what is wrong with mine.
