My words fail. Different picture to illustrate...

Now that I look at it further, I'm sure of it.

Remove the rubber/ stainless isolator and mate the two ridged parts together. Then, fit the isolator atop the mirror arm. That way you tighten the bolt, the two ridged parts index together and the rubber part supplies enough tension to keep them from moving, but will allow them to move and jump over the ridges if you really push on it harder.
