If your pedals are only 7 inches from the seat, there is something seriously wrong there. Is the seat original? Are you positive it is all the way back against the rear of the cab?
Some pics might be the best way to figure this out. Take a pic of where the pedals are under the steering column, a pic of the seat, and a pic standing on the ground looking in the drivers side of the cab.
