The picture with the shoes still on is the left side; the bracket in question is on the right side.

Since the cylinder did not fit on the left side, I put the hub and wheel back on, and pulled the right side apart to see what was going on, and found that bracket.

On the pic with the shoes, if you look at the top edges of the cylinder, you do not see the edges of the bracket that is in the picture in question.

I'll go pull the wheel off tomorrow and try to get a better comparison picture
