You can try relubing the speedo cable. On my 68 I can yank it out of the sheath... Only thing is I don't remember if I can do it from the top or the bottom or both.

As for raising the truck to run it; I've done that before but you have to make sure it's blocked and on jack stands. The other thing is that without any resistance on the tires, they will spin like crazy. Try using the brakes or even the parking brake as you give it gas to see if you can create some sort of resistance if you don't hear any whining.
