The bracket/clip shown in your picture is, in fact, located on the oil pan...there are two clips on each side of the oil pan secured by the smaller oil pan attaching bolts....the one pictured is a FRONT (and non insulated) clip and attaches to the second from the front smaller oil pan bolt..the REAR clip(s) are larger (and insulated) and are attached to the second from the rear small oil pan bolt on each side....these clips are used to assist in routing the spark plug wires below the rams horn exhaust manifolds and rearward...interesting to note is that the routing of cylinders 1 & 3 (and 2 & 4) spark plug wires with the correct 90 degree spark plug boots is between the front motor mounts and the block...hope this helps...
