Give it to a chrome plating shop. See if they can dip them to get the chrome off. Not sure what they will say about the gold though. I think the wires would look good gloss black, and the rim of the wire wheel orange with the flat orange body. The best way to do that would be to powder coat the wheels, and spokes, but they would have to be taken all apart, and could be expensive. Call these guys to see what it will cost. They're the best anywhere.

My son builds Cafe Racers from old CB Hondas. Here's one of the wheels he's done. Just to give you some ideas.

These have polished stainless spokes. I can't find a picture of the black spokes with red rims.
