It is the kick down cable from your T-350 transmission. It originally hooked to your caeb linkage and the slotted portion bolted to a bracket that bolted to your intake. You could adjust it to where the trans would down shift when you stepped on the throttle. You can still adjust it now, just pull it out a little and put a wire tie or something to hold it in place. It should be pulled out some anyway, it provides extra pressure to the clutch packs. If pulled out all of the way it may not shift into 3rd until 40-50 mph or so.
