When I did mine, I cut the bolt off, (torch, sawzall, cutoff wheel on a grinder) dropped the spring-eye down, and used a torch to heat the sleeve/stuck bolt. It trashed the bushing, but who knows what condition the bolt was in? (I was replacing the bushings anyway)
