I learned my lesson with carbs long ago to only buy them used if they are just coming off a running vehicle. Internal parts rust and the body gets corrosion in places it shouldn't and this makes them very difficult to get fully functional again.
That one looks like it has been scavenged for parts and left on a non-running rig for a long time.
