That is part of the emissions in 1970's. What it does is hold the throttle open at idle when the engine is running. When you turn off the ignition the solenoid will allow the throttle plates to close all of the way.
If you check the tune up settings you will see two settings. One with the idle with the solenoid activated and one with it deactivated.
