thats how I did mine, tighten until the washer bottoms out on the steel sleeve insert, this keeps the rubber mount from squashing. then drive it for a week or so and retighten everything up again. if you don't use nylock nuts put a dab of weatherstip adhesive on the end of the nut and first couple of threads of the bolt after tightening to keep the nut from coming loose.
