I think the book calls for 1/16 to 3/16 but in most cases an eight should do.
For many years when I checked and set the toe in I would raise each wheel and hold a pencil point to the center of the tread (with something to steady my hand) while I slowly spun the tire with my other hand to mark a line around the center of the tread.
With that on each tire it's easy to have a helper hold the other end of the tape and get accurate measurements on toe in. My self I would measure it with the tires sitting on the shop floor or sitting on blocks if it is too low to be able to measure under sitting on the floor.
