I would have to agree with the others. That is probably a dealer installed bumper. Those were pretty common in the south and south-west. Many of them had the dealer's name actually cut into them, not some cheesy sticker like they do today.

I'm fairly sure that cdowns is correct, the rear bumper was an optional thing. They came to the dealer with nothing...even up the the next generation (73-87) the only "factory" rear bumper was the "sport" bumper. Those "sport" bumpers were just Blazer/'burb units installed onto a pick-up.
