The noise is probably a High Frequecy (HF) noise that your picking up off your Dizy. If your stereo or speakers are too close to the motor or some eletronics that put off HF waves it will play through your stereo.

It does it all the time not just when it running. It also doesnt change when i rev it up. Would anything else under the dash put out high frequencies?
