You can hop up tall deck motors, but it is very expensive. The mountian motors we read about in the upscale magizines (like HOT ROD with there mega dollar rides) are commonly made out of tall deck 427 & 366 engines.
I hear that there are spacers that you can use to bolt on 'normal' intakes, but have never seen one nor know where to get one. Other than that, i think a carb and headers is all you can do economicly...maybe a cam.
HEI is not out of the question...just hard to find a tall one from a later tall deck.
