I believe the plates that you guys have riveted to the trailing arms are a factory design modification. I speculate that GM had problems with these trailing arms spliting so this was the fix.
I base that upon my own experience with my trailing arms and also based on the following link and the picture below from the 67-72 forum:

Pictures below are GM built arms and they have welded plates.
