Does your state actually do an emissions test, or just a visual inspection? If no real emission test, you can always get a junk cat, ream it out, and pass a pipe straight through it (do not let them just weld pipe to each end) so it looks like the required cat is in place. Then just toss on a good sounding muffler and be done.
