By "jr", are you talking a infant carrier? Child seat? Booster seat? Once out of booster seats, lap belts are usually more comfortable for smaller children, especially if they are non adjusting shoulder belts. Seems they always end up across their neck or face.
If you're wanting to use a child seat, I'd be looking at how to install a tether strap that all modern cars have in the back seat. Would be very simple to do and would allow you to use a tether strap that can be tightened down a helluva lot easier and snugger.
