I am in the process of doing this now on my 67 bed. I am cutting slots in the side of the bed support rail to fit the washer through and am going to plug weld it in place from the top. Not an easy task to do by yourself.
Tough to hold in place but I think I have a way of doing it by making the piece more like an alignment shim with a tab on the side rather than a round washer only. Maybe a tab tacked to the side of the flat washer that you could hold it in place with by tacking it to the slot you cut in the bed cross rail.
