.. ......I had a 92 Silverado in the past that sort of had the same problem with the key deal, and starting.. The ignition cylinder flat out got stuck and wouldn't turn anymore. I had to go under there, and pull the rod too, to start it. G.M. columns haven't seemed to change much(70's, 80's to 90's).. What I had to do was change the "Rack and Sector"... it was a mechanism doo-hicky, that works in conjuction with the ignition cylinder and rod to work the ignition switch down-below. That could be a problem,.... mine wore out, and broke internally through years of starting, and steering wheel tilting, might be an idea or ya..
As far a your signals and lights making the 4 ways come on(does the passenger marker light up when the flashers are on?)...if so,.. might be something in your column as well..because you have the turn signal cam/actuator, emergency flasher button, reverse lights/neutral safety switch, is all activated by the column.... might have to tear it apart and check it out...
What it seems like is that your getting improper contact between the 4 ways, and signals.. Sometimes connections get crud build-up/electrolisis... I've had to take the steering wheel off, and go in there and spray a bit of brake/contact cleaner on the turn signal mechanisms in the column, to remove years of grime, dirt, etc...
