You want to know why something seems shady? It's because 75% of SBC race car guys in the circle track world and a lot of drag racing world rely on 400 blocks for their builds. As long as the block isn't hurt, you can reuse it. The crank in a 400 can be turned down and installed in a 350 making a 377 or a 383 with a .030 over bore, or a 388 with a .060 bore. The only real problem with 400's is that they have steam jackets instead or water jackets. But as long as you have correct heads and build a good cooling system, a 400 is a sweet engine.
