If you are happy with the way it runs and you don't want to mess with the carb try this. Create an intentional vacuum leak. Should lean it out enough to pass the test. Just dissconnect a small vacuum hose or remove a plug on a manifold vacuum. It needs to be a small one or the drop in vacuum will cause the carb to go into the power circuit and make it even worse.
