As far as what to look for, all of the 73-87 C20's should do what you need. The 87 you liked at would be fuel injected if you prefer that. The common concern in older trucks is rust. Even though your in California, you still need to watch for it around the front passenger fender where the a/c drips or battery leaks.
I have no idea how to help you on the back taxes. Texas does not have that crazy law.
