The bold part in the quote should be a high pressure switching valve, the one that selects which tanks to run from.

Otherwise, yes. Sending units from an 87 for each tank, new high psi pumps for each tank, and the high psi valve. Of course, you will also need fuel injection (FI) rated hose for both feed and return, FI rated hose clamps, and if you have a returnless fuel rail, you will need a 99 Vette fuel pressure regulator/fuel filter and the related fittings for that, and the dash switch (for the switching vales) from an 87 as well as the harness from the switch to the valve. Or you can make your own harness.
