Im not positive but it looks like mold on the top and as far as the seam running down the middle thats just part of how they put the tops together. The front part of the top where it sits on the windshield frame looks like someone filled it with silicone and is really no big deal.. A word of advice to you do not take that top off as the body tub my implode upon itself. It would be wise to fix the rust before any top removal action is even considered..
