fuel pressure

Fresh break-in on a 283 with mild cam and intake, 500 c.f.m. edelbrock carb requiring no more than 6.0 p.s.i. The fuel pressure from the pump is registering 9 p.s.i. Is this going to cause flooding or excessive fuel to intake? Symptoms are surging r.p.m. up and down on idle
Plugs are black as coal no matter what my timing is at.
