yep that's egr, or exhaust gas recirculation valve. it dumps exhaust into the intake to reburn it and lower nox emissions, it can be removed and blocked off if you don't have emissions to pass. You definately can buy them from summit, jegs, advance, autozone etc. or make one, the block off plate that is.

As for plugging the vent line off and running a vented cap, nothing I heard you can do that and it work fine. Our 84 with the charcoal can had vent issues, the cap coming off would let air hiss out of the tank or cause the metal fap inside to flap back and forth, kinda like the truck was farting LOL. After removing the can and letting the line vent under the inner fender, still does it, but not as bad. We took it off, did the same on my 85 mcss since it was missing and my 88 now has it gone to. I do smell gas fumes from my 88 but the rest I don't.
