yeah get a torque wrench and torque them down by hand.
torque wrenches can last u a good while if u are careful with them.
just dont drop them, and make sure you set them back to 0ft/lb after each use, even if u gonna set it down for just a minute, still set it back to zero.

as far as the specs, i have no idea. it depends by rim manufucturer

and u will have to retorque your wheels after driving a couple miles.
