Something just clicked about this. It has a special horn listed first then the steering wheel unit. Maybe the truck has a specification to meet that called for a certain decibel horn(s) and two ways to activate? I have seen some weird specs from government agencies for the low bid process and if it is slighted to go the competitors brand to rule out one bid by specs something may have been modified for this spec. If that is truely a government ordered truck I would bet anything was possible in those Ralph Nader years.
