Yes it will change the strength of the nut. It will anneal the temper, where it ends up depends on your welds Generally when you weld a nut on the inside of something it only needs to be tacked to hold it in place while there is no bolt in it. It should maintain a fair amount of strength with small tacks. If you weld all the way around then you might as well just get a gr 2 or 5.
