I know this sounds stupid but it happened to my friend on his pontiac 400. The mechanical fuel pump died so he bought a replacement. The pump looked IDENTICAL but after much determination through these same problems, the inlets and outlets were swapped. So his hard line from the carb was hooked up to pump inlet and the outlet was plumbed to the tank. He was essentially pumping fuel out of the bowl back to the tank. We were sitting there cussing at the pump until i had it in my hands and pumped it and noticed the suction on the wrong fitting. Once we swapped lines it fired right up.
