When he was on his way home, an officer from his home town would run his plates, only to learn that he (the officer) couldn't get any info. That aggravated the hometown cop. It also aggravated my SIL. His sergeant had to call homeboy cops' sergeant and tell him to lay off. As an officer of the law, they have the option of deleting certain information from prying eyes.
But, I'm thinking you're not going to be able to find out who has it.

This is public info and available to anyone just like your drivers license number and license plate number. If you know someone in your state who sells auto insurance they may be able to help you. You can also pay for a subscription to site a like publicdata.com and DCS information.
